Violations & Enforcement

All vehicles not exempt from tolls must display a SunPass transponder, and Florida’s Turnpike Enterprise Violation Enforcement System will electronically monitor traffic. Drivers without transponders will have their license plates photographed and receive an Unpaid Toll Notice (UTN) for failing to pay a toll. In addition to the toll, you will be billed a $25.00 daily violation charge. The daily violation charge is applied every day you use the 95 Express Lanes without an active SunPass account. Failure to resolve the UTN will result in a Uniform Traffic Citation (UTC).

Enforcement beacons on the gantry structures will alert Florida Highway Patrol troopers monitoring the lanes when a vehicle without a transponder passes underneath. The vehicle could be a 95 Express violator if it does not meet the occupancy requirements and is not registered. Enforcement cameras, accessible by law enforcement in their vehicles, will enable troopers to see vehicles before and after they pass under the gantry, and to watch for illegal movement in and out of the express lanes through the plastic poles. The cameras also enable law enforcement to identify approaching vehicles that have a 3+ carpool sticker and check for the occupancy requirement.

Drivers of vehicles qualifying for toll exemption — registered South Florida Vanpools, 3+ registered carpools, registered hybrid vehicles and motorcycles — are responsible for shielding their SunPass transponders so as not to incur a toll. Drivers with hard case transponders will need to shield them in a protective bag. Those with SunPass Minis will need to place a shield over them. If the transponder is not properly shielded, the toll rate in effect will be deducted from the user’s pre-paid SunPass account.

What happens if I am not a registered 95 Express toll-free user or a valid SunPass customer?

If you are not a registered 95 Express toll-free user or a SunPass customer, you are still obligated to pay the toll. Please mail toll payment (check or money orders only, indicating vehicle plate information, date, time and 95 Express) to FDOT Turnpike Enterprise, P.O. Box 310, Ocoee, FL 34761-0310. DO NOT SEND CASH. Please be sure to retain a copy of your cancelled check/money order in the event a FDOT toll violation is generated. This may assist in closing the document once the document is received.

If you do not recall the toll rate in effect at the time you drove through the 95 Express lanes, please call the SunPass Customer Service Center at 1-888-865-5352 for assistance.In the event that you receive an Unpaid Toll Violation, Violation Warning Letter or a Uniform Traffic Citation, be sure to respond by the due date and follow the instructions on the toll violation document.
